Abstract

The intra-urban toll road development in Bandung has been designed as a solution to address traffic congestion and enhance regional connectivity. However, this capacity-expansion approach carries the risk of triggering the phenomenon of induced traffic, where increased accessibility and travel ease lead to higher traffic volumes. This study aims to analyze the potential impact of induced traffic from the Bandung Intra Urban Toll Road (BIUTR) project using a case study method based on planning documents, including the Bandung Spatial Plan (RTRW) and the BIUTR Description of Services. The findings indicate that improved accessibility through toll construction may generate new trips and extend existing travel patterns, potentially resulting in renewed congestion in the long term. This study recommends the integration of road infrastructure planning with the reinforcement of public transport systems to support sustainable urban mobility.
